中新网4月26日电 “黑龙江如何为端稳端牢中国饭碗作出新贡献，当好国家粮食安全“压舱石”？”在国新办4月26日举行的“推动高质量发展”系列主题新闻发布会上，有记者抛出这个问题。黑龙江省委副书记、省长梁惠玲对此回应，将重点抓好四个方面的工作：
一是提高粮食综合生产能力。深入实施千万吨粮食增产计划，以良田、良种、良机、良法、良制“五良”深度融合为抓手，系统集成政策、工程、农艺措施，稳定粮食播种面积、主攻大面积提升单产，到2026年，全省粮食综合生产能力达到1800亿斤。
二是加强黑土地保护利用。黑土地是“耕地中的大熊猫”。坚持“加减乘除”并举，加大黑土地保护力度，确保面积不减少、质量有提升。“加”就是加强工程措施，优先把黑土地建成高标准农田。“减”就是减少化肥、农药施用量，通过秸秆还田和有机肥、生物制剂替代，提升土壤有机质含量。“乘”就是突出技术赋能，依托生物技术、数字技术，提高黑土地管护利用水平。“除”就是改变落后生产方式，大面积推广保护性耕作，从严查处乱占、破坏耕地行为，实现黑土地永续利用。
三是为农业插上科技“翅膀”。把发展农业科技放在更加突出的位置，农业科技进步贡献率位于全国前列。大力实施种业振兴行动，建好国家大豆良种繁育基地、粳稻制种基地，做强做大种业“芯片”。建设国家大型大马力高端智能农机装备先导区，加快农业机械更新换代，率先实现农业物质装备现代化。以“智慧农场技术和系统”全国重点实验室作支撑，拓展规模化智慧农业应用场景，到2025年建成20个万亩级无人化智慧农场。
四是打造践行大食物观先行地。发挥地处世界黄金畜牧带优势，大力发展现代畜牧业，建好全国最大的高端婴幼儿奶粉生产基地，打造国家重要的肉蛋奶战略保障基地。发挥林下资源优势，叫响松子、黑木耳、蓝靛果等“九珍十八品”，打造生态森林食品供应地。发挥河湖水面优势，扩大“三花五罗十八子”等名优鱼类供应规模，打造优质冷水鱼供应基地。
